Public comments may be made:
- In person: Members of the public desiring to speak on a matter appearing on the agenda should ask the Mayor for the opportunity to be heard when the item comes up for Council consideration (or complete a speaker card prior to the meeting). Comments for all agenda items are limited to a speaking time of three minutes unless modified by the Mayor.
- In writing: Go to http://bishop-ca.granicus.com/ViewPublisher.php?view_id=8 to submit an "eComment" for the corresponding meeting. Please note that eComment submissions closes at 3:00 p.m. on the day of the meeting. You may also hand deliver public comments to the City drop/payment box located at the Church Street entrance to City Hall on or before the deadline noted above. A. RESOLUTION - A Resolution Relating to the Local Conflict of Interest Code
Council consideration to approve and adopt the proposed resolution pertaining to the local Conflict of Interest Code and repealing Resolution No. 2023-10.
B. Laserfiche Document Management Software Agreement with Complete Paperless Solutions (CPS)
Council consideration to:
1. Approve the agreement with CPS for an amount not to exceed $13,100 for the purchase of a Cloud Municipality Site License for Laserfiche Document Management System Software, and for Professional Services that include consulting, implementation, training, and VIP Support; and
2. Authorize the City Administrator to execute the agreement with CPS in a form approved by the City Attorney.
C. Budget Report for the Month of June 2024
City Council to review the Budget Report for the Month of June 2024.

E. C.O.P.S. Fund Budget Adjustment

G. 2024 Destruction Derby Agreement with the Tri-County Fairgrounds
Council consideration to approve the proposed contract for the 2024 Destruction Derby with the Tri-County Fairgrounds and to authorize Fire Chief Russell to execute the contract as presented.
H. Pond 1 Sludge Removal Purchase Order
Council consideration to approve the City Administrator to sign the purchase order for sludge removal by Environmental Techniques in Pond #1 in the amount of $27,775.
I. Building Permit Issued Report
Council is requested to receive and file the attached Building Permit Issued Report
J. Air Toxic Hot Spots Annual Report provided by Great Basin Unified Air Pollution Control District

15. NEW BUSINESS
A. Proposed Guidelines for the FY 2024-25 Grant in Support Program
City Council to review and approve the attached Grant in Support Information Packet FY 2024-25.
B. Axon Enterprise, Inc. Draft One Software Subscription
Council consideration to approve the Axon Enterprise, Inc. agreement as presented, not to exceed a total amount of $61,441.92 for the four-year agreement, and to approve the execution of the agreement by Police Chief Derr.
C. MOU between the City of Bishop and Bishop Unified School District for School Resource Officer services.
Review and approve MOU for services with the school district.
D. Preliminary Engineering Report for 2022 Disaster Water Grant Application
Council consideration to approve the Public Works Director to sign a Task Order with Lumos and Associates for the preparation of a Preliminary Engineering Report for a grant application with USDA RD in the not-to-exceed amount of $37,000 and a budget adjustment to the sewer fund as proposed.
E. Amendment to the City Administrator Employment Agreement
Council consideration to approve the amendment to the City Administrator employment agreement as presented.
